But here's where it gets controversial: estimates suggest that up to 30% of healthcare resources are wasted due to inefficiencies. So, the Bevan Commission and Llais asked a simple yet powerful question: "If you could break or change any rule to enhance the care experience, what would it be?"

The majority of responses came from healthcare workers, with a quarter from the public. Frustrations included a ward manager spending six hours on paperwork after a minor incident and a patient being told to make an appointment by phone despite being at the reception desk.

Inspired by the Institute for Healthcare Improvement's 'Breaking the Rules for Better Care' campaign, the 'Silly Rules' initiative aims to replicate this success in Wales.

Responses were categorized into ten themes, with Operations and Service Delivery taking the lead at 48%. Other notable categories included Clinical Services, Communications, and Digital and Information.

The Bevan Commission and Llais are committed to working with healthcare organizations in Wales to implement these changes, ensuring resources are used efficiently. They've developed a toolkit to help organizations review their rules and make evidence-based improvements.
